How it works

Palworld 1.0 has 115 passive skills in this dataset, and a Pal can carry at most 4 of them at once. That cap is the whole reason build legality is a question: every passive a Pal is born with is a slot a chosen passive cannot use.

85 of the 115 are in the random pool an egg can roll. 30 are not, which means they can only reach a Pal that already has one, through a parent, a fixed slot it is born with, or an item.

Inheritance is a separate flag from the pool, and it is the one thing this dataset does not yet answer: no graded source publishes a per-passive inheritance flag, so all 115 are recorded as unknown rather than guessed either way. The distinction still matters — a passive that is inheritable but outside the random pool is exactly the case that makes a carrier Pal valuable, because breeding is then the only route to it.
